We were appointed by Arc Partnership to advise on a planning strategy to secure planning permission for a new two-storey school designed to meet current educational standards in a short timeframe. The scheme also includes improvements to outdoor spaces; incorporating new landscaping, updated boundary fencing and gates, and adjustments to parking and service areas to support the day-to-day operation of the school. The existing school needs to remain open during construction therefore a phased approach to development is required.
The critical first step was to obtain pre-application advice from Nottinghamshire County Council to inform the scheme submitted for planning. Our planning strategy also incorporated community engagement with local residents and businesses, and staff, parents and carers of the school pupils. Our involvement in the consultation included preparation and hosting of the website, production of consultation material for display boards and leaflets and collation, review and responding to consultation responses.
Working together with the project team the preparation of the full planning application incorporated addressing key matters such as surface water and flood risk, contamination, ecology and BNG, residential amenity due to the proximity of neighbouring properties, highway safety and parking for both the construction and operational phases and addressing requirements of Sport England’s playing fields policy. Our planning strategy included front loading the planning application to minimise pre commencement conditions to enable works on site to start sooner to assist with meeting the project programme.

We were appointed Planning and Heritage Consultants for this Victorian building completed in 1899 and in the Arts, and Crafts style. It was granted Planning consent for a modest 13.4 m2 single storey extension and the installation of roof lights into the roof space. The extension allows for a more practical layout at ground floor and improved access and egress experience to all floors. We assisted with subsequent discharge of conditions application to address conditions including those related to noise impact and conservation roof lights and a S73 application for additional alterations to facilitate the conversion to apartments secured through prior approval Class MA.

We assisted client Hamilton Russell Harper Wood from the initial stages of this regeneration project providing input and planning advice for the bid to Homes England to acquire the Grade II-Listed Cold War bunker and surrounding land for development. This was followed by extensive pre-application discussions with Nottingham City Council and the subsequent preparation and submission of a Full Planning Application and Listed Building Consent for the change of use of the bunker to a range of commercial uses and the development of 104 affordable dwellings on the surrounding land.
Planning permission was granted in February this year. The approved plans will see the wartime bunker be transformed to accommodate a range of community and commercial uses including workspace, conferencing and exhibition facilities, health and wellbeing uses, food and beverage outlets, and media and creative spaces.
The scheme balances modern commercial use with sensitive heritage conservation to deliver a viable and secure future for the existing Grade II listed building together with delivering much needed affordable housing.
